How do you make into Rags? (and what with?)

I've been practicing trying to slot artifacts into my clothing and due to my low level I've ended up with a bunch of broken slots. Since the only point of clothing is as containers for artifacts, the failed ones should be recycled.

However, I can't seem to convert any of them to rags. Now, it's likely because most of the things I've tried are made of leather or are a hat, but I can't even shred my Jute Pants.

Is there something I'm missing? Right-clicking on clothing doesn't give me any options even though I know sewing.

I just found Rags in the crafting menu. "Any Clothing" is used as an ingredient in a crafting recipe. I just made 14 rags!
