Why i cant build... :/

Make sure that the ground is flat atleast one tile around where you want to build.

Yep, you need to have a full tile around a house flat or it won't let you put it down.

Use the tool on a smaller area so the boxes will be more defined. The larger height difference will cause the tool to be less accurate. There are times that I wil use the tool on only one box just to make sure that the box is flat.
