I see them sold all the time in boston, but the wiki doesn't have a page on them. So how do you make a peacock mask? Are peacocks very rare creatures?

They come from the mystery hat box in the shop, but you get a random special hat, no guarantees for the one you want.

I can't really answer that. I know you can get a merchants hat, peacock mask, and that helmet looking thing with the colorful feathers. I think there is also a chance to get an indian headdress. Some are more common and have higher chances and some are more rare and have lower chances of getting them. Maybe others will chime in and tell of other hats.

Feathered Conquistador helmet
Chief headdress <-- Rare
Royal Crown <--- Very rare

Can you get the starter pack hats in he boxes? Ie stuff like fisherman's hood and pioneer's hat.

As far as im aware no, This is compiled information from approx 100~ packs purchased from several people.
