Walking / Interacting on Claim

Hello,
in short: I walked on a claim with Criminal Acts off and no further skills ( new character ) and could interact with the wooden boxes, walk into the house and so on.
I did not try to take anything from the boxes cause i do not want to steal any things from this player.
My question is: How is that possible? Was the player whose claim i´m walking on murdered and because of that anybody can walk on his claim, or what?

They didn't pay the silver to upkeep the claim

Ah Thanks for that quick answer.
And the Claim is still visible? I thought something like the claim would just disappear if the upkeep isn't paid.
