Village Claim

hi, we have an village and want to claim more land for it. I can build the stone and this flag to claim more land. But i cant take it from the menü like other objects and so i cant build one of the two claim things. What is wrong or is there are skill i need. But why the two objects inmy build menu?

Only the mayor can build it.

They mayor can give 'manage claim' permissions in the village interface (ctrl+P) and then anybody could build the authority objects.
