So before I commit to building anything wanted to ask you guys will I be able to build a wall on the outermost selected area(the uneven ground)?

Yes you should be able to. I've built Walls on tiles with a height range of 4.

edit: if your using Enders you can shift+rclick to add 1 dirt to a point instead of dumping it all at once.

That's a standard feature, not just for Enders. Check the wiki for more stuff like this.
