Do humors passively regen over time? If so, is there a formula handy? Or at what humor levels will i begin to notice it? Getting sick of running for food after an hour of flattening land.

Only if you got darkness drained.

Humours don't passively regenerate. You have to eat something to replenish your humours.

When you get KO in darkness teleport to town boston/roanoke/jamestown and you should get passive regen up to ~2, last update added that as far as I heard, haven't tested myself yet.

Something related, if your not getting any drain in the darkness (aka humours are high enough), does it affect your regen rate regardless?
For example, when my humours were around 30 I could go to about 25 light elevation before I started getting any drain, does that mean my regen rate would be as it normally is in light elevation 26+

Read the thread on the darkness. (in general, it's a good idea to check the "useful links and stuff" sticky thread before you post a question)

Yes, thanks. I have read that thread in detail about humour drain but it does not mention how the darkness affects actual regeneration when you are not suffering from any drain at all even though you are in the darkness.
Regardless I ran my own tests (I'll update wiki) This was with a 40 humour character regenerating from 20-40 Phlegm where light elevation 25 starts the drain.
What I found was:
In Boston where light is 55+ It took 1min 35 seconds to regen
At light elevation 38 it took 2mins 20 seconds to regen
Light elevation 30 took 4mins 1 second to regen
Being indoors (Light 45) made no difference at all, a house inside 30 light elevation had same regen if you was inside or out.
