Not being able to do anything for 48 hours is a bit harsh. I can understand having penalties for the crimes, but when you lock a new player out of their main character for 2 days before they can regen or do anything is a bit steep. Why don't they have any info in-game in the help tab explaining how crimes and their debuffs work? I personally just came into the game right before they changed it and I didn't even understand it the first time, let alone the way it is done now.

No, unless I'm exceedingly unlucky and my toon has managed to bug, it is at least 48 hours. If she ever gets around to standing up, I'll remove my alts permissions from my personal claim, knock her out, and time it to be sure, but my main has been knocked out for ~47.5 hours now.

thats odd jorb said it was 24 the other day. ever think to submit a bug report since the crime changes?

I have, but I'm waiting for the 48 hour mark first. It could be that they stealth changed it.

thats odd i don't see it on the bug tracker or the bug forum

You asked if I've thought about submitting a bug report, not, have I submitted a bug report. :p That is the question I answered.
