Mining boulders phlegm cost

So today I tried mining - couldnt reach 100% and my phlegm runs out, the % resets every time.
I take it I have to get my phlegm up to some amount to do it?

Get more phlegm, or get a pickaxe

I think it cost 5 phlegm to pick a boulder

With 6 phlegm I couldnt do even 60% dmg.
With a pickaxe it was just just enough

Mining is supposed to be a phlegm intensive industry. That it ever wasn't was just a placeholder.

I have a phlegmboyant question: what skill set is needed to make a pickaxe?

Hmm, I must not of checked since I rushed through blacksmithing to get to locksmithing so I could lock my gates before going to bed last night.
