His Majesty's Pardon / Displeasure

Howdy folks,
I looked at His Majesty's stall in Boston last night for something to spend some of my IOU's on, and I saw 2 items that I am not familiar with yet:
His Majesty's displeasure, and His Majesty's pardon, both for sale at His Stall.
Although I did read the update news where these were introduced into the game a month or more ago, it was brief and I could not find those two item's description, function or purpose.
Also, I could not find any details about these items by searching the rest of the forums, nor from searching Wiki.
So, what I am seeking help with is why will or would I need His pardon, or why would I want His displeasure.
What can get pardoned ...and what affects come from His displeasure too, if I buy one of these items from His stall for use.
How would or could I use these two items ?
