Is there a way to check how many IOUs I've got?
Is there a way to see insanity levels besides the mask near humours?

There is a little box or podium near the IOU stall and his Majesty next to the Town square, if you click the box/podium, it should show your current IOU total.

If you use Latikai's client to play the game, there will be a large number (1-9) next to the mask that reveals your current insanity level.

Wish I knew about the IOUs earlier... Had 2 as I figured out. Bought a kit, didn't buy a necklace. xD

That's Madness rather than Insanity. Masks show Madness too. There is no Insanity meter.
Insanity is a hidden value which grows over time and can be increased or decreased by doing various things. Reaching certain level of Insanity gives you a level of Madness.

Insanity is a level of madness.
Madness is just madness.

Think: Madness is the number on the left side of decimal point and Insanity is the number on the right-hand side of it.
<Madness>.<Insanity>
It says how close you are to the next level of Madness.
