Is there anything that affects the chance of getting black sand while sifting rubble?
Wiki says for gems M&M affect it.

The hardness is effected by your MnM, which determines how easily the gem can be cut.

Afaik, the chance to get gems is not effected by MnM,
and as others said already, neither is the chance to get black sand or gold dust.

Roughly you can count with ~10 or so black sand per 100 rubble.
