If I use it at 10:00, then use it at 09:00 (not getting the effects), will the cooldown end at 10:00 or 09:00 the next day?

you must wait 24 h. each time u use it, u reset the timer for another 24h:(
i usually set a timer when i get madness high enough, to know when to go. also,timers for teddy also usefull
