Hello! I have noob question.

I found a scent near someone's leanto and tracked it. I then used Evidence of Larcery in court. Paid 500s but nothing had happened. How is the peretrator supposed to end up in stocks? Immediatelly/when logs in next time/when travel to providence?
I tracked other scents (tresspassing) from the same person lately, so he is alive for sure.

Right click the GUILTY scent on the stocks.

equip a whip and right click his stock thingy.

As Riftmaster said, you have to right click the stock device and select the option to whip.
In addition to that, you either purchase a whip from the judge for ingame silver or buy one from the store and equip it in your hand.
Former one have durability (meaning, it will be destroyed eventually) and can be used only once per day per person, while latter lasts forever and can be used twice per day per person, afaik.
