4 broken down carts with a fireplace in the middle

I have come across such events all around the wilderness, and I have even lit some of the fireplaces in the middle, but nothing ever happens. I had one pop up near my base, too, recently, out of the blue. My insanity is 1, so I don't know if it oculd be a psychotic event or anything of the sort. Anyone have any idea what the deal with these is?

Also, what's with the people in town praying, while kneeling, appearing in a bluish shield spell effect?

Just destroy carts and get barrels with sugar and pepper.

The raided caravan is an event that spawns on grassland. You can destroy the wagons and they will spawn barrels of either sugar or pepper which you can then loot with dry goods bags. The people in town are not praying but freezing, as they are not dressed well enough for the winter temperature. The bluish shield is ice, and you may thaw them with a lit torch or a tinder drill, but if they're not at their screen at the time they will simply freeze again.
