How do u get skills?

im stuck...i got some skills but now Better ones require more than 500 or certain things to be learnt before i can buy that skill....like mining i need 1200 or sumthing but it only goes up to 500...how do i raise it? been at it for hrs and cant figure it out..

Fill up the meter and click it.

it dosnt go high enough....i need 1200 to learn how to use the skill but its max is 500

What I meant was: Fill up the meter (to 500), and then click the meter. The meter will increase to 600.
