I was driving the boat, and came in a zone that has an owner my ship stayed there and can not get it out what to do???

You can commit a crime to get it back, but atm it's his, so you'll leave a larceny scent I believe.

It's on the shore so most likely the owner won't kill or send you back. Now that everyone knows where you are they might come kill you, sorry

You can steal it back but you need the larceny skill.
