I have been told that when a persons lean-to or claim-stone is destroyed the toon shows up in providence. I was wondering how true that is. When i destroyed a lean-to to test out on an alt, he did no show back up in Town. How accurate is this?

The character will show up in providence if his old log-out spot is now occupied, be it by a new pclaim or town claim or an object. When you have no hearth , your hearth is effectively providence.

so if i were to destroy a lean-to, then place a claim over there bed or log out spot, then destroy said bed, then the toon will show up in town?

It will show up in town when he tries to log in and is given a "that position is occupied" message, not immediately.
