is it possible to build fences on a not levelled ground? I have seen puctures of fences built on slopes but it seem I can't do it...

It seems to work on some slopes. I assume it takes the angle into consideration and if the ground is too steep you wont be able to build.

Best thing to do is to just make a base on flat land, but if you don't want to do that I suggest you start flattening the land.

maybe the angle is too steel, you should try to raise it a bit by collecting dirt with a shivel and placing it on the level ground so it goes up a bit

If you use the area selection tool (control+f in Latikai, at least) and select the entire area you want to wall over, and then release the selection, you can try to place a starter corner on each of the squares (remember to hold down shift to snap it to the grid). In my experience, if you can place a starter corner on each square, and the elevation difference isn't really, really large, you can build a fence normally (using segments instead of starter corners) along the slope as well.

You can also test with a makeshift fence.
