If I remember correctly, you used to be able to re-attune slave keys between characters, as I've passed my current set back and forth between people before. Are there any requirements to attune and have keys attuned to you? Making a new key alt and can't seem to attune the keys to it any which way I try.

Only the person whom the key is attuned to can reattune the key to someone else. That's the only requirement I know of. If the keys name is red, it's useless to you. If it's green, then you can use and attune it to someone else.

Slave keys can only be reattuned once now so that town traitors can't give their keys away to raiders. You'll want to give a master key to a key alt. It's perfectly safe to do so.
