Use ctrl+dig or shift +dig.
also when putting dirt use shift and control for better dirt placement.
Experiment, i wont tell you how they work XD

Leveler tool just displays the grid and helps you understand the heights on the map. Each point of grid has a height (not cell itself) and you can't dig/put dirt to make a grid where difference between any two corners is greater than 11. Natural cells can have greater difference - a cell becomes a ridge if that happens. ctrl+click on a cell tries to make the cell flat if possible by either digging starting from highest corners, or adding dirt starting from lowest (assuming it won't make other cells too steep and you have clearance). You have to be able to stand on that cell properly (i.e. not standing against a ridge). shift-clicking a corner adds/digs one point of height on that one corner. You have to be able to stand on that corner (which can be a problem near ridges).
