Does 10% Brain Tanning Fluid increase chance of fine leather procs or is it just a fallback for extra water dilution later on?

Higher percent rose essence does. Tanning fluid does nothing special, you get leather every time it's 5% or more.

Well I know you can get random fine leather/foetid ooze every once in awhile, fine leather much more rare of course. So I'm curious if 10% concentrate tanning fluid increases the chance even if its a really small chance of increase as the rose oil fluid does to fine leather procs with more concentrate.

I can confirm this, just so happens I got my first fine leather without planting a single rose yet to my surprise.
And I can also confirm it came from just 5% tanning fluid concentration - I am 100% sure of it since I started soaking the skins right before going to bed last night.

Oh, that's a rare trinket spawn. Concentration has no effect.
