where and how can I get a writ of claim to own land

You can teleport to Providence from your Leanto and then there are white wagons from which you can buy a Writ a Homestead. You need to have the proper skill in order to be able to build the claimstone. It also costs 150 silver. Not sure if all that is still accurate but that should give you a hint.
