My question is, do you get (March hare tails, bear paws, dear hooves, and many more rare items) before you get the meats, or you can get them with meats aswell?

You can get it after skinning and before brain get

This was discussed recently here: viewtopic.php?f=5&t=16727 nutshell is it's usually before the meat but there are a few exceptions.

Bear paws appear in your inventory when you find one.

the only thing dropping on the groudn that I am aware of is the unthrown argo branch.
all the others come while butchering, before you get any meat (although some things come either before or after brains)

Because most bears don't have any paws. Some have a single paw though.
