I know currently mines only connect to one another at level 9 "Dream World" but I have also seen it hinted a few places that this may change. Are there plans in the works for mines to connect universally on other levels or is it going to continue to be safe to build around and within a mine if you do not reach level 9?

I certainly haven't hinted at anything of the kind. We don't plan to change this.
