Do they need to cover the bell or is it possible to only cover a part of the town claim and still be effective?

If they only cover a part is waste only possible on that part?

it does not need to cover the bell. whatever area is covered by the waste claim is effected by it.

Any one mind telling me which side is the front of the waste claim?

So the front of the item is always facing towards the player when they select an item to build. Makes sense when looking at a chest just wanted to verify that.
