Doesn't appear so... I made a deviled beaver using bear steak and it ended up +5% on shellfish, not fish

[edit] Sorry, my mistake, it actually ended up using a Beaver steak as the variable meat not the bear one... their tiny icons look too damn similar! I tried again definitely using bear meat as the steak and yes, +5% fish
