I'm new to Salem, and I've been experiencing this issue: Everytime I try to till a field, there is an error message saying I'm too low on phlegm, even when my phlegm bar is full.

I've seen some youtube videos of people doing it, I don't think I'm doing wrong, this is what I do: Display landscape tool, grab 4x4 area, release, build>till field , click in the middle of the area. My char starts tilling, I don't lose any phelgm, and in the end it says my phelgm is too low. I've even crafted a Wooden Hoe and equiped it, there is always the error message saying I'm too low.

Is there something wrong I'm doing, or is it a bug?

Many actions in Salem consume Phlegm. In my experience, they reduce Phlegm upon completion. Because there are a few ways to regenerate Phlegm (drinking white tea, eating food for Regeneration), it wouldn't necessarily be fair to prevent a player from starting an action with insufficient Phlegm, since they may regenerate Phlegm during the action and have enough before the action completes. One exception that I've noted is Tending fields. This seems to consume Phlegm during each "tick". This might be common among other actions, but the consumption of Phlegm in most cases is too small for me to notice, but for Tending fields it's quite large.

It doesn't sound like you're doing anything wrong, but what is your Phlegm at? I don't recall what the requirement is for Tilling a field, by maybe someone else can help.

Have you been eating mushrooms without boiling them recently? You may have really low biles. I would suggest seeing if you have the mushroom debuff. Also if you send a screen shot of exactly what you are doing we may be able to help more.

I think you need to do some gluttony for phlegm couse tilling the field takes 9-10 phlegm if im correct !

tilling fields takes a lot of phlegm: it takes same phlegm as you start the action and then some phlegm each tick of the action, summing up to 25 phlegm if memory serves. You likely do not have enough phlegm for the initial cost, so you don't even start tilling.

Can you quickly explain me how to raise my phlegm? I checked wiki and it sounded a bit confusing. What exactly do I need to do?
Edit: I found it, I just need to click on the fork and select the proper food

you should have hints in your game menu in the bottom right for basic things like this - there should be one on gluttony from the tutorial:
