question, does any skill increase the chance to spot flowers on rarefied thornbushes?

No, like Tumbleweeds and squirrels, they are just there or not.

Boring story for all and no one...
I live near two decent sized Badland areas and didn't see any flowers for about two months. Granted, I could've just missed them but still I never saw one. On this particular glorious day I wondered up a Badland hill and found three----count em, three!---thornbushes with flowers on them sitting within 4 steps of each other.
