So for whatever reason, when I went cricket-hunting, I came back to find that 1 of my 2 drying racks, with wet rabbit skins on it, went missing. The other one still had the hides on, and everything else that I had stored was still where I put it, so that made me wonder if this was a glitch that forgot my drying rack or if people would bother taking an empty drying rack somewhere, because I had thought that structures with items inside of them couldn't be lifted.

Are you even claiming your land? Buildings decay if not on claimed land, also everyone can take your stuff if you don't claim it it's free game...

No, but it was a rack that I had built yesterday and disappeared yesterday, and I had thought that the building itself could not be lifted while it had stuff in it. Is there a reason that somebody would bother carrying a drying rack a long distance? Or am I misunderstanding a game mechanic?

Not really, no. They might have spitefully taken the drying hides to dry them on their own, or drop in a lake, and bashed the drying racks, again, out of spite.
If it wasn't claimed you wouldn't have any way of knowing exactly what, but even when it took marginally more material that was slightly tedious (not hard, but tedious) to get, people still didn't steal drying racks. Now there would be literally no reason because the only ingredient is anywhere you would want to live, or less than a minutes walk.

Well, they left two hides and the frame, which made me think that the game just forgot about the other frame. I have played other games wherein the game forgot entire buildings, including a farm in Minecraft (not on multiplayer). Do some griefers only destroy one thing?

Racks have incredibly low HP, and they will indeed decay even in as little as a day. Claim your land and you'll be a lot safer for it. Also a reminder to all the newbies with camps i've come upon in my recent trips, pay your upkeep :p decayed walls break my heart.

nothing decays if no upkeep is paid, claims work as normal even braziers and torchposts

Forgot the inactive raiding thing extended to no decay, must mean I saw bases that got claimed a while after being constructed. Still, offclaim drying racks can go poof fast

Is decay random? Because the other one, created at the same time, is still there, and doesn't seem to be decayed.

Yes it's random. You can tell if building is decaying as it gets more and more red the less hp it have. If unsure, try adventure menu/repair on objects.
