I put up a fence earlier, but I didn't sync up the two sides correctly, so I need to tear it down. I use the destroy function, but the percentage didn't move from 0%. Is there another method we need to use to destroy fence tiles?

Your phlegm is not high enough to get through the soak. You can bypass the soak by claiming the wall.
