why won't my tobacco give enough seed to re-plant? I can only get about 9 seed from each field, I've had to keep buying seed to plant.

The amount of seeds you acquire is dependent on your affluence during harvest. Higher Affluence, more seeds.

Well, you could buy pre-slotted things.

For what it's worth, 700 affluence gets me 26 seeds. so that's what you 'll need for bare replanting if you don't have plantation management.
