It was my understanding that you could only put 10 (total) fertilizers on a field. But, I just put 6 hay, 25+ coal and 12 wood chips on one of my pumpkin fields...is this a bug, or has it always been like this? I feel like it takes a lot of fun out of farming if you can just boost up all the stats and get 3rd tier crops in just one or two rotations.

It's working as intended. You will get diminishing returns, however, to a point where it's hardly worthwhile.
