P-Claim Questions

Okay, so I will preface these questions with an explanation ahead of time. About 3 months ago a new player/alt came to the game and setup right beside my already expanding claim. He was progressing well and building very quickly. I had befriend him despite our obvious language barrier of him being Russian and I American and even provided him a couple chests and access to walk on my claim and take items, ones he couldn't get inside the wall of course, to help him out. I had no intention of messing with him and would have let him be part of a town claim when/if I make it that far in this area. However, now he is gone. Have not seen progress on his small plot in over a month and a half now. There is a legitimate fear that the raider I had attack me and him a couple months ago may have even killed him as there were scents all over his claim and none near the claim stone. I am aware that sometimes people take breaks but 1-2 months without a single change is an extended time not to login and not even harvest a field.

(oh and he also had access to my mine on my second claim so that he could provide himself with iron. There has not been any changes or activity in the mine.)

Is there a way I can declaim his land in the event he is still gone after while?

If he was murdered would his p-claim disappear in the event he had no more money invested in the claim and no inheritance?

Can a p-claim be destroyed by another method I.E. waste by force in the event a person has not paid or even has paid?

If I go on the claim as a crime I will have to wait a very long time in safety for the crime debuff to go away seeing how the claim is so close. If by chance there is a way to get rid of the claim is the distance of the crime based off the scents I would leave or the claim that I had harmed?

I see two options here, break in, and destroy the (hopefully) un-payed claimstone, or make a town and eminent domain.
