More than one method.
Method 1: Wait for the claimstone to run out of money. If your "ennemy" doesn't fill it up with silver it might take a few weeks and there is no way of knowing if it's empty unless you go to it and use the Destroy command. If there is 1 silver or more in the claimstone, the destroy command won't do anything. If there isn't any silver then it will quickly destroy it (a few seconds)
Method 2: Build a townbell near his claim. Use the Eminent Domain command to buy off his plot. Only the claimed area withing your village border will be affected and it will cost money from the townbell upkeep (so if it's a big claim you might not have enough capital to buy it off). If their claim is within another village border then you need to attack their village first before being able to take over their claimstone.

So its normal to use PC claims to block other person exits ????
