Dark Tiles

I am just after mining out a whole node of dark rock on level 3 (at least 300 tiles) and not getting any drop down to level 4. I'm just wondering if this is normal enough or am I just extremely unlucky?

That's how it works. Sometimes you are more lucky, sometimes less lucky.

My assumption is that your mine needs to be worked on for a set amount of time & tiles before you have a chance to get a drop down.
You will know when your mine is ready because you won't have to mine a lot of dark tiles, you will have the drop down almost instantly, if your mine isn't ready you won't.
But then again, it's what i concluded after research.

Jc said that it's easier to get to a new level if you let the mine rest for a bit and stop digging for a while then start again rather than to dig non stop.

I know that, but that does not necessarily mean that there is some "set amount of time & tiles before you have a chance to get a drop down" and when its ready "you will have the drop down almost instantly, if your mine isn't ready you won't." It could mean that exposed dark stone slowly increases the chance it will drop you down the longer its exposed, or that dark stone needs to mature the way walls do, or that the chance of any individual dark stone tile dropping you is a factor of the number of stone tiles removed from the level and the time since its been opened or many other things. I was wondering if Nikixos had done any experiments and had data suggesting that the assumption was likely or if it was just a wild guess based on a vague statement.

I believe I have read that statement also, and my take is that, the amount of work needed to uncover a new level of a casual player is much less than a nonstop digger. It doesn't mean you need to wait, or that it is luck based entirely, there are factors that affect it and forcing your way through is possible with nonstop digging, but with the cost of higher total working hours.
In short, you can casual, it takes you longer, but you don't need to dig like crazy.

I had a mine i build when purity was still a thing which i abounded and recently i mined some boulders there since its close to the river found entrance to level 2 in like 5 tiles north so there might be some truth to this theory or i was just lucky

The first drop down is usually very easy to find even on a new mine.

Everyone seems to find the first level easy to drop down (mine was on the first black tile that I mined). I'm not sure if that's because people usually leave their first level sit longer while getting metals or if it's because it gets more difficult as you go down in levels. Both theories seem plausible to me but if JC said mines have to mature then I guess he is right, unless he was trolling of course.
