Is there a way to track with inventory scents after you re-log or close the track perp/claim window?

And if not, what exactly would prevent my perpetrator from waiting until the floating exclamation point runs out, and then move to their 2nd vault so I wouldn't even have a clue where their homestead is?

Unfortunately no and nothing can stop him from doing that.
