It depends really. Each private claim drains 4 silver in addition to all claimed tiles divided by 300 per day.
Most likely it's better to have only one claim.
But think of it this way, if you put another claim down that means you could've claimed 1200 tiles for that silver upkeep on the initial claim.

Imo start with a Pclaim and expand that, leave some space for bell near center and when you are ready make a bell.

1 Pclaim is usually cheaper depending on how far away each claim would be, but also it's easier to manage, and because claims cannot bump against each other you may have security issues later is you use 3 seperate claims.

plenty of people make their claim then say find a mine a bit far away. Make a second claim then, much easier than expanding to encompass it.

You only need two to three p-claims.
I. Your home that you store and operate out of. Easy to expand and do upkeep; and if you make cotton fabric it easily cuts the cost of all other claims heavily.
II. Fishing traps. It is easy to have one, or two if you want fresh water and salt water fish, of these to build characters.
III. Your mine. You can live on point X and have a mine on the opposite side of the map at point Y and easily transfer the ore, or bars, to your main claim.
Really you can have as many as you want. If you are starting out focus your first one on fish traps as they'll boost up for first, and second, character quickly. A beaver hide a day, or cotton fabric piece, is a good way to estimate how much effort you need to invest into them. Take into account inactivity and how often you need to keep these things in check. If your claim runs down quicker than the U.S. debt then you are in trouble; if it floats moderately easy like Japan's economy after recession then you are fine. Just don't over do it and end up wasting funds as those funds can be better spent on defenses and characters for crime.
All this sums up to is one thing: Plan according to your needs.
