What skills exactly are used to obtain mineral sifting? Or what skill is it that enables you to get Black sand? The wiki sadly says mineral sifting is obtained by unlocking waterways but it's not on the list. It seems that it requires another skill.

Any idea exactly which skills are required to obtain it?
