If town bell is paid can boundry stones be destroyed by raider?

they can, if they have a waste claim active.

If waste claim is made and boundry destroyed,, would braziers/posts on expanded area continue to fire or all be disabled?

If you design things properly the stone should be difficult to destroy. If you leave it in the open and no walls then it's an easy target. Braziers will not fire if they loose town or claim coverage.
