Why can't a citizen in my town dig or chop trees on land covered by town claim?

I don't know, I selected them and chose make citizen.

Check from your town bell interface. They are probably a trial member. if you trust them, then you can 'promote' them to a full member where they can do horrible things to your town, including digging and destroying stuff.

The only option I get from town bell is renounce mayorship

It is a UI menu down in the lower left of your interface.
You can also CNTRL-P

Also take note, the boxes you check are for giving that person permissions to do that selected task. By checking "make citizen (or however it is worded)" you are in fact giving that player the power to invite people to the town.

I do not understand why the digging refers to "waste" action. Besides that it is a copy of haven system, but in haven this made sense.

Because it reduces the quality of soil around. Qualitative soil is one of the most expensive things in Haven.
