You can stock up on turkeys and dump them next to the bear, it might help. But also just level up, it's probably faster.

I spent 25 mins getting a deer herded into a bear. They just bumped, and the bear never aggroed the deer or vice versa. I waited till the deer drifted far enough away to be safe and herded him back into the bear to be sure, no dice.

It doesn't help. Due to hitbox issues turkeys cannot even hit the bear, they just stick to it trying to get closer. Bear will do his aoe attack twice and just kill all turkeys

It's programmed that way. You can't ally with a spider to stun a bear with a net. Would be too easy.
