Executioner's Whip...

Anyone know if this behaves differently than the lesser whips?

It can be used twice per criminal. Normal whips are only once per criminal.

Nope, infinite use.
Fun Fact: Its also in the Mystery Weapon Chest on the store. But like many store items, its getting some time in the sun to be obtained w/o a store purchase for X-mas.
