Repair Percentages

I have a few structures that turned red after the patch, and when I try to repair them nothing seems to happen. I don't see the percentage of how decayed it is, nor does it ever turn lighter. Poured 25 bricks into a brick oven and no change to it's color. The brick oven IS on a townie's claim, not mine. Does it have to be mine to repair it now, or is this a glitch?

Just keep repairing, if it worth the materials, it will get to 0% and then to 100% eventually.
