So i read that indian tracking doesnt increase your chances of finding feathers or arrow heads on the wiki.

However what i am wondering is does forage increase the chances, as i know it does with other stuff. If it doesn't what exactly does forage effect?

Forage is probably like seeing +0.5 of the stuff on the ground, whatever it may be (the forageables possible to be located on a biome).
Though the indian stuff may be unique in its relationship with Forage.

Forage does not currently "stack" with the skills that increase your chances to find things.

Basically Forage is the "max" level of finding things. Skills that help you find things simply put you 'closer' to this max when forage is "off".

Any plans to make your 'forage level' less vague, perhaps assign some values for the Abacus scalp score thing?

Not at the moment. There are really not that many ways to increase your forage chances at the moment and without civilian artifices or something to modify it the decision is really just if you choose to turn it on or not.
