When Bringing Evidence it says "You are not wanted on this plot" does that mean I have to turn on crimal acts and trespass to get closer to the claimstone? If so how deep do I need to go? Or does it mean their homestead is a leanto on that plot? Or does it mean neither of those things?

Yes, its a leanto on that plot. If you would had crimes against that plot, you could use the evidence to reduce your crimes.

How does that work, do you mean if I'm actively tracking or if I have the evidence in my inventory or am holding it? Also what does reduce mean... BB drain or the length the scents will stay?

You use "Bring Evidence" by right clicking scents on claim, by doing this action it reduce the number of crime you have commited towards that claim.Therefore the amount of time you will be lento lock for will be reduced also i believe
Note: Each evidence the person criminal leaves cannot be used over and over on the same character
