Posted: Thu Nov 06, 2014 1:35 pmunder commonwealth and government menu, you should find an option 'offer citizenship'. You can click on that then click on a person to invite them.

Posted: Thu Nov 06, 2014 1:41 pmYou must have the correct permissions on your town claim though (to start with, only the mayor can do so, and afterwards he can giove additional people that power).
