Hey guys , i am a noob and the point is that i researched Agriculture but when i try to Till a field the loader goes 20%-40%-..-100% then the system tells me i dont have enough Phlegm. I am currently on 7.0 Phlegm and i have it on FULL when i try. do i need more than 7.0 Phlegm to Till a field? Help please

This is most likely the case. In the next patch there will be hoes which decrease the phlegm use. For now, you will have to get a bit more phlegm before you can till a field.
