Building a cupboard

I am trying to build a cupboard on my claim but it keeps telling me "you cannot build that here". Can they only be built in a structure?

you can currently get them outdoors by building them in a house and afterwards smushing the house, spawning them in the outside world. Careful though, JC has stated that such cupboards are likely to meet a messy end eventually.
