Flint and Steel

I have metallurgy and all necessary components to create flint & steel, but I cannot find it anywhere in the craft section.
I have pickaxes, metal shovels, dowsing rods, etc. but I can't find it anywhere in crafting or build, even while standing at my anvil. . . Where in the world is it?

I know that it's in the store, but I thought there was a 10 usage version of flint'n'steel that is craftable. Was this changed?

Flint & Steel gives you '5' items of 10 use fire starting.
The Flint & Steel now also has a much higher chance to give you a sootflake inspirational as well.

And after the Halloween update we all will need to buy flints and steel or 1000 tinder drills?
